Globally, the Open Data movement is ten years old. It has contributed hugely not only to governmental transparency but also to social and economic impacts.

Multiple pieces of research have shown what the benefits are. There are international measures of performance, and while the UK was once a leader (but is now slipping down the league table), Scotland has always struggled to get its act together and produce Open Data at scale, with consistency and commitment.
